So I've seen some springs advertised as 20% stronger, the height is 400 mm are these going to give me the lift i need for my 31 inch tyres ? I'm not sure of standard height springs ??

As Bazza recommended, in 2011 -> http://www.MDOCUK.co.uk/forums/viewtopic.php?p=377944#377944
www.ironman4x4.pl
from which I chose in 2019
the Delica L400 1994+ REAR PERFORMANCE COIL SPRINGS: MITS025B
with free hight: 390mm
or
as kit: https://www.ironman4x4.com/product/suspension-kits-suspension-kit-medium-nitro-gas-to-suit-mitsubishi-Delica-L400-1994/?filters=null
or
for more support:https://www.airliftcompany.com/products/air-springs/air-lift-1000
or
if you have a 2" lift up, then the system of: https://fts4x4.com/en/products/?method=detail&aid=790

Cheers Falk....w no more details, as in the Bazza post ;)
