Brake master cylinder cap

Am I correct in thinking there should there be a strainer in the neck of the brake master cylinder?
Does this play a part in making the correct seal for the cap?

Mine has been left out by a careless mechanic, I think. I know that a lot of you guys will do your own brake changes, but I was having a number of jobs seen to at a local garage.

I've noticed what I think is a small quantity of brake fluid on the air filter cover.
Can fluid be forced out of the cylinder if the cap is not securely sealing.
Once I know what is what, I can go back and tick the mechanic off......if there has been an oversight.

An even more important question is why did he remove it in the first place.
