Hi again. 
Suggested fluid for my power steering is Dexron II according to manual.
1. Can I use Dexron III with no problem ?
2. How much oil is needed to fill an empty system ? ( in case of replace all oils inside the system)

I've seen this but I thought that is valid for L400 only and not L300 that I own.

Just keep topping it up with the engine running, and turn the wheel slowly lock to lock to bleed the system. Don't turn too
fast, or you can blow fluid out of the tank, if you haven't put the cap on!

I don't know what kind of fluid the previous owner was using ...
so I believe that it's better to fully drain first all fluids and then follow your advice Andy and top up with brand new .
What do you think ?

I would agree. Jack up the front so you can spin the wheel from lock to lock a few times before draining, to flush out any sediment in the rack. I had to change a steering bellows earlier this year - the oil that had leaked past the seal, and the stuff in the system was filthy, so I drained it by undoing a union to the rack, cleaned and polished the rust of the rack end, refilled with fresh Dexron2, (the seal didn't leak with the rack end polished) greased the seal with red grease, and put a bit in the new bellows before fitting. Check the pipes that loop along to the front of the engine bay - they typically rust away where they are clamped to the chassis leg - I had to replace a section last year.
